The github changelog generator is hitting the API rate limit pretty fast.

A nice alternativ would be the release drafter, which creates drafts based on the labels set in the PR.

TODO

  • create semver labels
  • create github workflow steps
  • remove changelog generator
  • mark CHANGELOG.md as stale
