If you use a really low frequency LFO, the signal changes so slowly that the code will always remain in the threshold
If you use a really low frequency LFO, the quantizer will not latch to any new notes

ie. you have thresholds to prevent jitter, but if the signal is changing really slowly, then it will never break out of that threshold
