Updating ansible version #18

A minimal set of changes to make CI to pass.

Switch to modern ansible-test (2.16)
Fix new linter complains
Updated the way dependencies are set
Fix regression in cloud testing (wrong image was selected)
Remove use os os_auth module (no longer available)
I limited tests to python 3.11, exact range of supported versions for ansible and python will be determined later
Introduce basic docs for development (new dev bootstrap).
