feat: add generic rpi_arm64_defconfig configuration

This commit adds the u-boot configuration for building u-boot for generic arm64 Raspberry Pi models. The config uses the device-tree provided by the firmware rather than embedding one; it's the only configuration that lists Compute Module 4 support.
