Not having is not a permanent state, so we should move to a timed hash set. But can be done in another PR

yeah agree, this needs a bit more thought to handle edge cases like this (peer didn't have it but have it now) and make this reliable under real network conditions.

Proposed Changes
This PR keeps tracks of peers that failed to return their custody columns, and do not attempt retry the column on the same peer again. This is to address the bug where LH send out infinite sampling requests to the peer until it gets disconnected with the peer.
We could also consider retrying
nnumber of times in the future if we need, however to keep it simple I've left it to only one time, and simply try the next peer until we run out of peers on the column, and will eventually be recorded as a sampling failure. If none of the peers have the column, the node will then retry sampling with a larger number of columns (IncrementalDAS).Additionally (in a separate PR), we should also enable outbound rate limiting - this would be important for not overwhelming our peers with sampling requests during sync. DataColumnsByRootmay need to be reviewed.
