Add spend constraints to Transaction event

Transactions can be constrained by future events. When present, the accountant should immediately withdraw funds from the from party and store any unsatisfied constraints locally. As events arrive, the accountant should check if its data satisfies a constraint, and if so, remove it from its list. Once all constraints are satisfied, the funds should be added to the to party.
