To support AS9716-32D(R0BA) LED, I add custom_led.bin and led_proc_init.soc.
To support AS9716-32D(R0BA) port mapping, I add th3-as9716-32x400G.config.bcm and modify
sai.profile.
After testing link up test and LED test, it works fine.
