Revert "Refactor sonicc variable to symbolic link (#4126)" (#4153)

Reverts #4126 #4126 causes sonic.yml to be used by ansible (our deployment, upgrade etc jobs are still using ansible directly), and that masks variables that are expected to be invoked at inventory level. that causes all snmp test to fail in nightly test due to rocommunity string mismatch. This reverts commit a1ca78a.
