JP-2275: put rtdata okify results in unique directories

This PR modifies the organization of okify results uploaded to artifactory to avoid overwriting results if multiple tests fail which share the same name (such as parameterized tests).

See spacetelescope/romancal#1456 for the corresponding romancal PR (which updates the copy of this code there).

An earlier run of the regression tests with this PR helps to illustrate the changes. It was run before this jenkins run was okified:

Note that test_nirspec_fs_spec3 had many failures but only 1 subdirectory.
With this PR the results produced several subdirectories for that test:

(Although in this case there is no file overwriting as the parametrized test has a different output and truth filename for each parametrization).
