HTML Builder always use non-embeded (linked) images.
section_self_link:
HTML Builder controls hyperlink generation for each section via
`html_permalinks` option.

…hinx module A circular import was happened since sphinx-doc#9701 merged. This goes lazy-import to avoid the error.
