Shutdown hooks for splay lua libraries

Shutdown hooks: it would be nice to have shutdown hooks at the splaylib level.
Every protocol can perform actions once the splayd is shutting down/crashing (perhaps because of a churn trace).
This could be useful to retrieve measures also from nodes that fail before the logs can even be taken.
It requires some modifications to the splay sandbox and core module.
