Add documentation for configuring OpenTelemetry SDK logs #41825

  • Added documentation for configuring OpenTelemetry SDK logs.
  • Included YAML configuration example.
  • Noted that Logback and Log4j appenders need to be provided and configured manually.
  • Provided a link to the relevant pull request for more details.
