Update pgstac to v0.7.1

• Closes Disable ghcr updates on PRs #534 as a drive-by fix
• Closes Sorting/paging inconsistencies and errors #514 (Fix ascending sort with missing (or duplicate) values pgstac#161 was fixed in v0.7.0)
• Supersedes [pgstac] Fix ascending sort with missing (or duplicate) values #516 (I've pulled the test from that PR into this one)

Description:

Update pgstac to v0.7.1. Couple sidecar fixes:

• I disabled logs in the service containers, because they're clocking in at 200MB of stuff we don't look at
• I upped the timeout, as it looks like the tests are running slightly slower -- could just be b/c we run a full pgstac migration on every test case?
• Reorganized the ghcr tagging to do less a packaging.
