This should have been included in #4812 but was overlooked. The fix solves the issue with the various Nakamoto integration tests.
Ensures that the latest DB version supports the latest epoch.

This was missed in #4812. It causes the nakamoto integration tests to fail. I added a unit test to ensure that the latest version supports the latest epoch.
