ethereum/beacon-APIs#321 looks like it won't be testable in the scope of devnet-6 so removing.

ethereum/beacon-APIs#286 is mainly of interest when using a separate VC, which is currently not being tested as Nimbus's devnet deployment. Split that last remaining issue out into #5100 and this is otherwise complete.
