Add test for equivalence between apt2ostree and multistrap

Run with: ./configure.py ninja ninja diff I also check for equivalence with `apt-bootstrap`, but that isn't working yet. I took apt-bootstrap from https://github.com/dbnicholson/apt-bootstrap/ at 2df1433bf8b.
