Add initialize transaction metadata.
Transaction metadata initialization is the precondition of the transaction log. Transaction metadata base topic name
${KafkaMetadataTenant}/${KafkaMetadataNamespace}/__transaction_state.The metadata topic partition could be set by the configuration
txnLogTopicNumPartitionsof the KoP configuration.
