Is your feature request related to a problem? Please describe.
Overhaul the simple healthcheck here to be able to detect other types of bad states and trigger alarms.

Describe the solution you'd like
Improve the healthcheck endpoint so more states can be detected

Describe alternatives you've considered
N/A

Additional context
These errors that were caused possibly by a Slack outage. Accessbot was not responding for a couple days and then started working again. Being able to detect these bad states via the healthcheck, could notify the admins.
