some games have the option "Minimizes on focus loss",
this seems broken in non-tiling wlroots compositors,
as it seems to not be implemented in wlroots.

Note: This also affects client side decorated chrome for example.

xwm: Add support for minimize actions

This fixes minimize buttons for several xwayland CSD clients such as steam and chrome.
Fixes swaywm#2251.
