Description
This PR removes the constraint of target and source coordinate frame identifiers being ESPG codes. This allows for human-readable string identifiers such as "ITRF2014" to be used.
API compatibility
No API compatibility risk. The change affects only message field description and ESPG code strings as used before are still allowed.
