Just adds the CI and the npm package for the android binaries. Closes #13109

Thanks for the contribution! We didn't realize folks would want to develop on Android, but are happy to support that. The changes look good.

Thanks for the contribution! We didn't realize folks would want to develop on Android, but are happy to support that. The changes look good.

Phone's are getting more powerful every day and some phones are more powerful than some of the desktop computers. You can do everything on Android with Termux but libraries/tools need to support it.
