Editorial: use suspended-start instead of undefined in GeneratorState initialization #3438

In #3383, we chose to use suspended-start instead of undefined for initializing a GeneratorState, but the changes do not include CreatorIteratorFromClosure.

This is an editorial change as the internal slot is defined to be one of the enum values and never undefined in https://tc39.es/ecma262/#sec-properties-of-generator-instances. Additionally this causes an assertion failure in GeneratorStart, which also makes the fix editorial.
