Correct errors for chrono term replacements

87049bb corrected errors noted in tdwg/chrono#35 where the incorrect replacement terms were designated in the Chronometric Age extension to Darwin Core.

Release of Humboldt Extension to add IRI terms

The Darwin Core Maintenance Group automatically generates IRI-value analogs whenever they are appropriate. This release generates the ecoiri: analogs of terms in the eco: namespace that can reasonably have IRI analogs. It also updates the comments for corresponding eco: namespace terms to indicate that the IRI analogs exist.

Make boolean controlled vocabulary terms live

The boolean controlled vocabulary was approved by the TAG on 2023-03-13 and the List of Terms has been live since then. However, the branch with the machine-readable metadata was accidentally deleted before merging, so the IRIs never dereferenced live. This release should fix that as well as enable the permanent IRI for the List of Terms doc to dereference.
