1. Agenda and note taker

2. TCS 2 Task Group charter

2.1. Motivation

It was decided during the first meeting that, before we start writing the Task Group charter, we need to make clear to ourselves and the wider community what we are proposing to do and why we are doing it, so sum up use cases and reasons why we cannot do what we want to do with what is currently available. It was agreed that we would spend the 24 hours between meetings to write up use cases and shortcomings of TCS 1 and the Darwin Core Taxon class from our own personal perspectives. This resulted in a Google Doc with problems we are trying to resolve, which will be worked up into one or two documents that will be hosted in the TNC GitHub repository and which can be referred to from the Task Group charter.

2.2. In scope / out of scope

We agreed that what is in scope for the Task Group is what is already available in TCS 1 and/or Darwin Core, without potentially contentious changes. Therefore the basis for the work of the Task Group will be the term list that was the result of the work the Interest Group did between TDWG conferences in 2018 and 2019.

Two important things that have been discussed in the TNC recently and that are out of scope for the Task Group are an exchange standard for literature within the biodiversity data community and the idea of canonical taxonomic name usages that represent a group of congruent TNUs. This does not mean that these subjects are out of scope for the Interest Group, just that they are a different piece of work. It also does not say anything about the timeline for these things. It is agreed, for example, that the lack of an exchange standard for literature references is one of the biggest hurdles for effective exchange of taxonomic data, so it would be good if the development of such a standard could take place in parallel with the Task Group’s work.

2.3. Timeline and work plan

We agreed on a timeline of 12 months for finalising the specification and another six months for additional documentation. We are keeping TDWG 2021 in our sight, even though that is less than 18 months away and we will probably not be able to complete all the work before that.

Jonathan suggested that we line up reviewers from the outset and have them provide feedback periodically during the development of the specification. This suggestion was accepted by acclamation. We will be inviting reviewers from some major stakeholders like Catalogue of Life and Plazi, as well as some independent subject experts. The whole process should be very transparent.

We agreed to have a first draft of the Task Group charter ready for the next meeting.

3. TCS Maintenance Group

It was agreed that, while in this meeting we worked on the Task Group charter, we should not ignore the TCS Maintenance Group charter and that we should still submit this to the TDWG Executive at the same time as or before the Task Group charter. We will have a draft ready for the next meeting. There is a GitHub issue to revise the TNC charter (#12) in which we’ll document the progress of the Maintenance Group charter.

4. Next meeting

We agreed to meet again in two weeks. The meeting will have the same structure as this meeting with WebEx meetings on Tuesday June 30th at 21:00 UTC and Wednesday July 1st at 21:00 with 23 hours in between in which we can do some work that is agreed on in the first meeting and can then be further discussed in the second meeting. It is understood that not everyone can make it to both Webex meetings.
