Fix step action force replacing with default param

Changes

If a step action param of type array having a default list value is passed with a string value in the task when consuming it, following is the behavior

1. No error indicating inconsistent param types
2. Default param list is passed to the container

This change fixes the behavior by throwing an error - invalid parameter substitution: %s. Please check the types of the default value and the passed value

Closes #8079

Test plan

• Existing UTs - unchanged
• New UT for negative and positive scenario
• Manual E2E testing (covered in unit test as well)
