Enhancement Task

Needs to specify which keyspace-group doesn't exist.
root@serverless-cluster-pd-0:/# ./pd-ctl keyspace-group merge 0 20
Failed! [500] "keyspace group does not exist"
root@serverless-cluster-pd-0:/# ./pd-ctl keyspace-group merge 19 20
Failed! [500] "keyspace group does not exist"
