Enhancement Task

Recently, we have encountered serval cases: TiDB reported "region count getting from PD is 0" when the cluster has tiflash nodes. There could be the following reasons:

  1. TiDB uses the/stats/region API to query a range from PD when the start key is the same as the end key, it will return 0
  2. there is a range hole in PD, in this situation, we can use the range-holes command to verify it

It's better to distinguish these two cases on the PD side which can help us find the real problem.
