Add Clone to RecvError types #4560

So Result<T, RecvError> is Clone, so Receiver<T> can be placed in Shared<...>.

Note mpsc::TryRecvError is already Clone.

Note mpsc::TryRecvError is also Copy, but this PR only adds Clone, because it is future proof.

Can you elaborate on why you need this?

I need a future Shared<oneshot::Receiver<T>>: receive from channel and share it for multiple consumers.

It does not compile, because Result<T, RecvError> is not Clone.
