This is in preparation to move the get_carp_interfaces function to the REST API. I don't have Carp setup so I am unable to test this or see what it should return locally.
Once deployed, I'll need a few people using Carp to enable debug logging and send me the debug logs that start with
[get_carp_interfaces]. Hopefully from there I can redo the function to use the REST API.
