Upgrade to latest version of the setup-miniconda action in CI workflow

• Fixes [Bug] Build fails for MacOS in CI pipeline #212
• Current CI workflow uses version 2 of the setup-miniconda GitHub action. Latest version is 3.0.4. It includes a bug fix for MacOS

The build failure on MacOS is fixed by the code change, but the below test in MacOS is failing.

*** 1 failure is detected in the test module "Master Test Suite"

The following tests FAILED:
	 77 - test_gravitation_PolyhedronGravityField (Failed)

• The failure can probably be attributed to the change in the MacOS version of the runner on the GitHub server or the upgrade in C++ compiler version

• The above failing test in MacOS in CI is tracked via BUG: Test gravitation_PolyhedronGravityField fails on MacOS in CI #215
