Create Jekyll project and render FAQs (#24)

* Configure GitHub workflow jekyll-gh-pages.yml

* Set up a jekyll project

* Add faq.md template and default layout

The HTML ist just copied from index.html for now.

FAQ contents are in faq_contents.md.

* Create anchored heading links

Using https://github.com/allejo/jekyll-anchor-headings

* Generalize layout, show anchor links only on hover

* "Style" faq similar to privacy-policy

* Move /faq.html to /faq/

To be consistent with /privacy-policy/

* Add minimal homepage link

* Update FAQ contents
