The purpose of this document is provide background on OER for campus advocates, with an emphasis on librarians. Goal is to provide a lay of the land, and help advocates orient themselves for starting an open education program on campus. Chapters of the primer will be designed to be modular, so that they can also double as fact sheets as needed. Each chapter will also include three standard components: a short case study, tips for campus advocates, and articles/resources for additional reading.
