Resolves #1363 - redesigning the homepage for Materia

Initial Redesign

  • Restyle Spotlight
  • Redesign Open Source Banner
  • Redesign front_bottom and p_s

Responsiveness (mobile friendly)

  • Make the spotlight responsive
  • Make OS banner responsive
  • Make front_bottom and p_s responsive

Clean Code

  • Clear inline styling, move to .css files
  • Add comments where needed
