NOTE: RegisterPropertyChangedCallback was "weak" which is not correct and doesn't match WinUI. It also makes the implementation unnecessarily complex, plus causes DependencyPropertyDetails to be IDisposable.

The new approach is more aligned with WinUI, more simple and cleaner, and more performant.
