We need to design an approach for incorporating other frameworks (e.g., NIST Cybersecurity Framework, PCI DSS, HIPPA, etc) into OSCAL. Things to think about:

  1. How can a framework map to one or more control catalogs?
  2. How can a framework map to other frameworks?
  3. How does an organization use a given framework to determine an associated set of controls that apply (given a mapping from one framework, to another framework, to a control catalog)?

Acceptance Criteria:

  1. A set of user stories are developed that describe future work that answers the questions above.

Point 3 could be addressed by a tagging-and-linking semantics (in a 'framework' schema) that would provide for regular queries over frameworks, performing analysis of the framework in relation to the catalog to return things such as associated controls and parameters, validations (param settings), deltas (diffs over selected properties/fields btw framework and catalog?), alignment (are all controls accounted for?) or lack thereof, etc.

Points 1 and 2 could possibly be addressed by a set of abstract rules whereby values in the framework are validated against constraints in reference to the catalog, e.g. "a framework control-id property [or @rel=control link] must correspond to a name property on a control in the catalog". Such rules could both document and enforce the mappings between frameworks and catalogs (per instance or by family or 'flavor' of OSCAL) -- as well as provide for bindings for more generalized operations such as producing lists of robust URLs for the invoked controls (getting back to point 3) etc.

I guess user stories could take the form of specs for a few such queries (of frameworks and catalogs in relation to them), entailing demos of functionality over mockups or 'real' examples? Also note that frameworks that invoke profiles, not catalogs directly, are also presumably in scope. More broadly, the question is what information do users want or need from or in relation to frameworks?

Remove some JSON testing custom code and pip installs for Python in favor of AJV-CLI.  Added XPath to the XML comparison code. Testing for XMLDIFF.

Closing as this isn't actionable as-is, there is a need to transform framework to framework still however some high-level transpose/mapping schema at the catalog or profile level might be helpful in the future.
