Update Japan holidays:

• refactor substitute and national holidays calculation
• add Bank Holiday on Jan 1
• update tests

• Supported country/market holidays update (calendar discrepancy fix, localization)
• Existing code/documentation/test/process quality improvement (best practice, cleanup, refactoring, optimization)
