Stop impact, PH, turn channel speeds, and tagged speed updates #2198

Issue

Tagged speeds were not properly marked. We were not using forward and backward speeds to flag if a speed is tagged or not.

Should not update turn channel speeds if we are not inferring them.

Added additional logic to handle PH in the conditional restrictions. Added more tests.

Do not update stop impact for ramps if they are marked as internal.

Tasklist

  • Add tests
  • Generally use squash merge to rebase and clean comments before merging
  • Update the changelog
