Nightly Vim Windows build snapshots (more information).

Changes:

• Update runtime files.
• 8.1.0648: custom operators can't act upon a forced motion
• 8.1.0647: MS-Windows: balloon_show() does not handle wide characters

• 8.1.0645: Coverity warns for possible use of NULL pointer
