Nightly Vim Windows build snapshots (more information).

Signed releases will occasionally be provided on a best effort approach.

Changes:

• 8.1.1523: cannot show range of buffer lines in popup window
• 8.1.1522: poup_notification() not implemented yet
• 8.1.1521: when a popup window is closed the buffer remains
• 8.1.1520: popup windows are ignored when dealing with mouse position
• 8.1.1519: 'backupskip' may contain duplicates
