Upgrade viterin/partial

Upgrade to the latest version of viterin/partial whose build broke after a change to x/exp/slices

• Added vek.Pow() and vek32.Pow() functions to compute the element-wise power
• Added the Vector Class Library (vcl) as a dependency. It will replace the use of raw intrinsics in C++ code, and be used to implement 64-bit version of all special functions.
