[Core][LoRA]Add LoRA for EncoderDecoderModelRunner

Motivation

Update the LoRA support status in the table.

Goal

This PR is in a very early stage. We plan to complete the following:

• Add LoRA-related code
• Complete LoRA support for mllama
• Add unit tests
