Add ability to manage StopIdleSessionSec in logind.conf

RHEL8 (at least) has a parameter in systemd's logind.conf called StopIdleSessionSec which can be infinity or an integer (similar to SessionsMax).

Hiera:

systemd::logind_settings:
  StopIdleSessionSec: 900

My local pdk/bundle on my mac is a mess, sorry. Went in manually! I did try using puppet strings generate --format markdown --out REFERENCE.md but I think either mine is too old, or too new, and it made an enormous amount of changes
