pythongh-105922: Add PyImport_AddModuleRef() function

* Add tests on PyImport_AddModuleRef(), PyImport_AddModule() and
  PyImport_AddModuleObject().
* pythonrun.c: Replace Py_XNewRef(PyImport_AddModule(name)) with
  PyImport_AddModuleRef(name).
