fix(runtime-core): fix 'Maximum call stack size exceeded' caused by native event attrs

This issue has been present in Vue 3 for many years, but Vue 2 has always been working fine.

The following code snippet triggered this exception:

Vue3 is developed using TypeScript, which defaults the type of fn to be a function or an array of functions. When we pass a string as an argument, it leads to an infinite loop.

The type of fn is Function | Function[] in which case would it be a string?

It might be better to fix the underlying issue and not modify the function's accept type

There is a type wrongly declared somewhere because typescript does not complain and it would be nice to find the cause

Did a quick debug, it's coming from the invoker, which has a string value

is potentially invalid, since it can accept any value

We should trigger an error there, instead of adding the feature to allowing a string to be passed to onClick which will be evaluated, which is a potential security risk if it was not intended
