fix[codegen]: fix double evals in sqrt, slice, blueprint

fix for:

• double eval of raw_args in create_from_blueprint #3975
• multiple eval of sqrt() argument #3972
• double eval of the slice start/length args #3973

added new tests for side-effect evaluations for the respective builtins
