This PR is a continuation of #3487, which was on hold for some time. With this new PR, we're carefully moving the changes into the latest
nextbranch. For the time being, we're focusing on integrating this new IconPicker into the Page Builder editor only, so content creators can use a wider variety of icons/emojis.How Has This Been Tested?

Documentation
Developer docs are not yet written. IconPicker supports custom icon packs, creation of custom icon types, etc., via the Config API.
