Use Web IDL's new-ish interface mixins concept

WebIDL recently introduced dedicated syntax for mixins [1]. This replaces the
existing [NoInterfaceObject] and "implements" syntax with "interface mixin" and
"includes" in the appropriate places.

Closes #3194.
