`grep -r quirks-mode *` yielded nothing so nothing external relies on this being here it appears.

I created a PR for web-platform-tests.

@foolip for the logo, should we create a duplicate resource and let fdupes take care of the bytes or create a link of some sorts? I don't think a redirect is a good idea here as you'll hit it each time you load the specification.

For the record: I thought about making the logo actually include the borders etc. but the sizing would be slightly different and the fact that Edge has different rendering of the borders than Chrome and Firefox seems like a cute "feature".
