This PR doesn't change anything in the code of this repo, so it is safe to merge before CI has passed. It will be easiest to test this by simply merging it and trying to tag a release. |

Adds a github workflow for releasing
coreandext-ecoscopepackages to prefix.dev.The github workflow is based on https://github.com/wildlife-dynamics/ecoscope/blob/master/.github/workflows/publish.yml
This PR (and subsequent prefix release) is required to unblock ecoscope-platform-workflows-releases/patrols#1.
