How to create a lua registry?

I'm trying to create a lua registry but there is no instruction on creating one. Is there an example lua registry so I can follow?

So I figured it out by looking back to the previous commits when mason still contains Lua registry in its own repo. A directory has to be created in vim.o.rtp and an init.lua file that lists out the packages in that directory.
